Buyer guide
Should you buy exclusive, shared, or aged Medicare leads?
Exclusive, shared, and aged describe different dimensions of a lead purchase. Exclusive concerns distribution; shared concerns distribution to multiple buyers; aged concerns time since inquiry. An aged record can still be exclusive or shared. Choose a combination that matches your staffing, documented contact permissions, and ability to explain the original request.

Why are these labels not interchangeable?
Build your specification on separate axes: inquiry age, number of recipients, delivery speed, qualification method, and permission scope. A fresh exclusive record and an aged exclusive record share a distribution promise but may require very different conversations. A vendor should be able to describe each axis without substituting a marketing label.
Ask when the age clock starts. Form submission, vendor acquisition, last attempted contact, and last consumer confirmation are different events. Require the original inquiry timestamp and any later updates separately. Refreshing a database entry should not silently turn an older inquiry into a newly generated consumer request.
What should exclusive delivery actually promise?
An exclusive agreement should define the legal entities covered, whether upstream partners can distribute the record, and whether exclusivity expires. Ask whether the vendor retains the ability to call the person itself. Also determine whether an affiliated agency can receive the same inquiry under a separate brand or service agreement.
Exclusivity does not prove that a person wants a particular plan, has a valid enrollment period, or has avoided other insurance websites. Train agents to confirm the request without telling consumers that they owe your agency attention. A distribution restriction belongs in vendor management, not in a pressure-based sales script.
What makes shared inventory workable?
Shared delivery requires an explicit recipient limit and a clear rule about simultaneous versus staggered distribution. Ask whether the same recipient count includes resellers and downstream buyers. A vendor that cannot identify its distribution structure leaves your team unable to assess consumer expectations or the applicable data-sharing permissions.
Organize prompt, lawful response during staffed hours, but do not encourage repeated intrusive contact simply because competitors may also call. Respect opt-outs and apply your suppression procedures. Agents should identify their actual agency and confirm the requested topic rather than implying that all recipients work for the same organization.
- Define the recipient ceiling.
- Review sharing disclosures.
- Coordinate suppression across your own teams.
When does aged inventory fit an agency?
Aged inventory may fit a team with time for careful record review and patient context-setting. It is a poor substitute for permission evidence. Before buying, inspect the collection page, consent record text, timestamp, page URL, and IP address, along with source and resale history where available. An old record should never be presented as a new inquiry.
Use a restrained introduction that accurately references the original request only when supported by records. Confirm whether the person still wants assistance before beginning discovery. Review contact rights under current applicable rules and your policies; neither record age nor a vendor’s assurance alone establishes whether a call or message is permitted.
How should the three models be tested?
Assign separate campaign identifiers to each combination of age and distribution. Keep agent preparation and disposition definitions consistent, while allowing scripts to reflect the true inquiry history. Record consumer recognition, wrong-party issues, permission concerns, routing failures, and product mismatch. These observations explain operational fit more clearly than an undifferentiated sales total.
Check whether one group receives different hours, states, languages, or experience levels. Those differences can distort a comparison. Review recordings for calls under applicable recording requirements and inspect the underlying forms for data leads. Pause a problematic source while investigating instead of compensating with more aggressive outreach.
What should determine the final mix?
Choose formats around the work your team can actually perform. A real-time desk may prioritize immediate delivery, while a scheduled research team may be equipped to review older inquiries. Neither model removes the need for state-licensed, verified buyers, appropriate permissions, accurate identity statements, and suitable product discussions.
For Medicare Advantage and Part D activity, review applicable TPMO requirements separately from distribution labels. A claim of exclusivity does not replace required beneficiary data-sharing consent. Keep a written purchase specification for each inventory type so that a later substitution, new affiliate, or changed collection page triggers a fresh review.
