ACA health acquisition | Consumer-initiated intake
ACA Inbound Calls
ACA inbound calls start with consumers calling about health coverage after seeing an invitation or seeking assistance. Licensed buyers should review source language, the actual caller request, state routing, and permission for any later contact. Calling in does not establish Marketplace eligibility, financial assistance, or an available enrollment period.
Inspect what the invitation leads callers to expect
Obtain the actual source advertisement, page, or phone prompt and preserve the version associated with incoming calls. Check whether it identifies an insurance-related inquiry and avoids promises of automatic eligibility, guaranteed assistance, or government affiliation. A consumer’s decision to dial may reflect the source promise more than the campaign category in your routing system.
If the opening conversation reveals a different expectation, classify it accurately and review the source. A caller seeking public-program case assistance or help from a specific organization should not be treated as a new-policy prospect simply because the number reached an agency. Give staff a clear way to explain the agency’s role and close or redirect an unrelated request.
Separate enrollment help from service and status questions
Inbound health calls can concern current coverage, application status, a reported life change, or a general question about options. Ask what the consumer wants before collecting information for a new application. Clarify whether your team is authorized and equipped to address the matter rather than assuming access to every Marketplace or carrier record.
Use distinct workflows for general information, new coverage discussions, existing-client service, and requests outside the agency’s role. Do not imply that an agency is the Marketplace itself. When the caller is asking for another person, establish the relevant role and follow applicable privacy and authorization procedures. The caller’s initiative does not eliminate those boundaries.
Build calendar-aware queues without eligibility shortcuts
ACA enrollment begins November 1, while deadlines vary by year, state, and Marketplace. Maintain the applicable calendar in approved operations materials and confirm it before source messages or scripts are changed. A national campaign should not use a universal closing date when the applicable rules differ.
Outside the relevant open enrollment opportunity, collect the stated reason for seeking coverage without declaring a Special Enrollment Period from a short source answer. The receiving team must review individual circumstances and any required supporting process. Keep informational calls available for accurate classification even where no enrollment action is appropriate; lack of an available action does not prove that the caller’s question was not genuine.
Plan continuity after the initial inbound conversation
Confirm the consumer’s state and route to licensed, state-verified buyers with the appropriate authority for the discussion. If the call cannot be completed, record any requested follow-up and the permission supporting it. Do not assume that inbound origin authorizes every later call, text, or other contact method.
Connect the call identifier, source record, recording reference, and agent notes so a later team can understand the journey without repeating unsupported assumptions. Treat any application or enrollment authorization as a separate required process. Review intake quality through source alignment, routing accuracy, recording procedures, and handling of preferences, rather than counting all answered calls as qualified applicants.
Review permission before activating the record
Require the actual consent text, consent timestamp, source page URL, and captured IP address with the acquisition record. Read what the consumer agreed to, which organizations or categories it identifies, and which contact methods it addresses. A field marked “consented” is not a substitute for the underlying evidence. Check applicable federal and state requirements, suppression obligations, and any restrictions affecting the intended outreach. Obtain qualified compliance review where interpretation is needed.
Keep acquisition evidence separate from agent notes, but link both through a stable record identifier. For recorded calls, establish who records, how required recording notices or consent are handled, how recordings are retrieved, and who may access them. Recording availability does not establish permission for later calls or messages. If evidence is incomplete or inconsistent, hold the record rather than asking an agent to infer permission.
- Inspect consent text, timestamp, page URL, and IP address.
- Review recorded-call access and retention arrangements.
- Apply suppression and contact-method checks before outreach.
Match the buyer, the state, and the consumer request
ACA enrollment starts November 1 and deadlines vary. SEP-related questions can arise year-round, but labels and reported events do not establish eligibility by themselves. Do not imply government affiliation or automatic access to financial assistance.
Buyers must be licensed and verified in the consumer’s state before receiving work intended for insurance solicitation. Confirm product authority, appointment requirements where applicable, and the agency’s supervision process. Do not present the supplier, buyer, or outreach as affiliated with the government. A prospect label is not proof of program eligibility, enrollment rights, coverage needs, or willingness to buy. Agents must establish relevant facts through an appropriate conversation and approved processes.

Documented consent
Every lead carries the consent text, timestamp, page URL and IP address. Calls are recorded. Review the record and applicable contact rules before outreach.
Verified state-licensed buyers
Buyers and the agents contacting consumers must be licensed and verified in the consumer’s state. A lead does not establish eligibility or permission for every use.
