ACA Live Transfers

ACA live transfers connect a consumer already speaking with intake to a receiving health insurance team. Buyers should verify the source message, state-qualified agent availability, and evidence supporting the handoff. An ACA inquiry does not establish Marketplace eligibility, financial assistance, an enrollment period, or authority to act for the consumer.

Keep intake screening separate from eligibility review

An originating representative may record that a consumer wants help understanding health coverage. That statement should not become a claim that the person qualifies for Marketplace enrollment, assistance, or a particular plan. Define which intake questions are permitted and which issues must be reviewed by the properly authorized receiving team.

The handoff summary should preserve the consumer’s stated reason for seeking help and any timing question without announcing a result. If a source uses terms such as “eligible” or “approved,” require the underlying basis and review whether the wording is appropriate. The transfer itself is an operational connection, not a verification of the consumer’s circumstances or an authorization to submit anything.

Route to the consumer’s actual coverage jurisdiction

Confirm the consumer’s relevant state rather than relying solely on an area code or campaign geography. Match the call to a buyer licensed and verified in that state, with the authority, training, and appointments applicable to the planned work. Where Marketplace-specific requirements apply, check them separately instead of assuming a general license covers every activity.

Set queue availability according to agents who can actually receive that state and product context. If the appropriate destination is unavailable, use an agreed hold, callback, or closure process. Do not route a consumer into a different state workflow to keep the transfer moving. The agent needs accurate jurisdictional context before explaining any applicable enrollment process.

Make enrollment timing a question, not a script result

ACA enrollment begins November 1, with deadlines varying by year, state, and Marketplace. Confirm the current applicable dates before campaigns are scheduled or agent scripts reference a deadline. Outside an applicable open enrollment opportunity, a consumer may need an individual SEP review; a reported life event is not sufficient by itself to promise enrollment.

Carry the consumer’s own timing request into the handoff and let the receiving team establish the relevant facts. Do not use urgency language implying that every connected caller has the same deadline or entitlement. A continuous supply of inquiries can exist while individual enrollment options differ. Staffing plans and source labels should reflect that distinction rather than suggesting year-round universal access.

Link the transfer to permission and representation evidence

Require the source invitation, consent text, timestamp, page URL, and IP address where captured, alongside the call and handoff identifiers. Arrange access to recorded calls so reviewers can assess both what the consumer was told and how the receiving agency was introduced. Identify missing segments instead of assuming the receiving recording covers the complete journey.

Keep contact permission distinct from any consumer authorization needed for application assistance or enrollment-related activity. The receiving team must follow the applicable process rather than treating the transfer as blanket authority. Review connection issues, misleading source statements, and application-process concerns through separate escalation paths so each problem reaches the people responsible for correcting it.

Review permission before activating the record

Require the actual consent text, consent timestamp, source page URL, and captured IP address with the acquisition record. Read what the consumer agreed to, which organizations or categories it identifies, and which contact methods it addresses. A field marked “consented” is not a substitute for the underlying evidence. Check applicable federal and state requirements, suppression obligations, and any restrictions affecting the intended outreach. Obtain qualified compliance review where interpretation is needed.

Keep acquisition evidence separate from agent notes, but link both through a stable record identifier. For recorded calls, establish who records, how required recording notices or consent are handled, how recordings are retrieved, and who may access them. Recording availability does not establish permission for later calls or messages. If evidence is incomplete or inconsistent, hold the record rather than asking an agent to infer permission.

  • Inspect consent text, timestamp, page URL, and IP address.
  • Review recorded-call access and retention arrangements.
  • Apply suppression and contact-method checks before outreach.

Match the buyer, the state, and the consumer request

ACA enrollment starts November 1, with applicable deadlines varying. SEP inquiries can occur year-round, but individual eligibility must be reviewed. A health-interest label does not prove Marketplace eligibility, financial assistance, or authority for an agent to take action.

Buyers must be licensed and verified in the consumer’s state before receiving work intended for insurance solicitation. Confirm product authority, appointment requirements where applicable, and the agency’s supervision process. Do not present the supplier, buyer, or outreach as affiliated with the government. A prospect label is not proof of program eligibility, enrollment rights, coverage needs, or willingness to buy. Agents must establish relevant facts through an appropriate conversation and approved processes.

Licensing and consent

Documented consent

Every lead carries the consent text, timestamp, page URL and IP address. Calls are recorded. Review the record and applicable contact rules before outreach.

Verified state-licensed buyers

Buyers and the agents contacting consumers must be licensed and verified in the consumer’s state. A lead does not establish eligibility or permission for every use.
